Referendum to change the constitution

Why can't we amend the constitution with a referendum?
We should be able to do this with an organized memorandum,
This idea is far fetched as far as Ottawa is concerned,
Not much is allowed to disturb or change there, we have learned.

A referendum about them letting convicts out of jail,
Or giving others pardons for their crimes and very easy bail,
We could change Trudeau's Charter of Rights and make it just for us,
Not "EVERYONE" in the world and do it without much of a fuss.

The elite Ottawa bureaucrats may not like any of this,
They want to be consulted because this is too much like the Swiss,
And certain party-bound politicians may also be upset,
It's not their party policies so they feel it could be a threat,
