Who runs Ottawa?

Have Ottawa's bloated bureaucracies gone out of control?
Are politicians just figureheads allowed out for a stroll?
What are the symptoms or are we not allowed to know?
Is letting vicious killers out of jail not considered pretty low?

Canadians don't know who pulls the strings in very high places,
Parliamentary politicians pretend it's them right in our faces,
But first they have to ask the elite bureaucrats for permission,
They might not get it unless they are an obedient politician.

The parole board should stop letting murderers out of jail,
And giving others pardons and extremely easy bail,
It's only a matter of time before someone gets killed,
By some released murderer but parole-board agenda filled.
